Yes. Foreign nationals can own property in Dubai's designated freehold zones and apply for a Holiday Home permit through the DET. Both owners and long-lease tenants (with a landlord NOC) are eligible to apply. Once a permit is issued, the property can be listed on platforms such as Airbnb, VRBO and Booking.com. The same permit, Tourism Dirham and VAT obligations apply regardless of the owner's nationality.
