The C5 use class is a new planning category for short-term lets that the UK Government has confirmed but not yet implemented. When it commences, entire-home short-term lets in England will be classified as C5 rather than C3 (residential). Local councils, including Brighton & Hove, will then have the option to use Article 4 Directions to require planning permission for changes between C3 and C5 in specific areas. Brighton already uses Article 4 powers for other uses, so hosts should monitor any consultations relating to short-term lets specifically.
