Before you list, check Dubai’s Holiday Homes rules under the Department of Economy & Tourism (DET/DTCM). Compliance typically covers permits/classification, building/HOA by-laws, safety and taxes/records.
• Permits & permissions: Register as an operator/owner and obtain a Holiday Home permit for each unit via DET/DTCM; keep the permit/QR displayed. Follow your building/HOA rules (guest access, quiet hours, visitor caps) — some towers restrict STRs.
• Safety/building: Provide working smoke alarms, extinguisher and first-aid kit; meet Civil Defence requirements; ensure valid gas/electrical CoCs. Verify guest IDs and keep a guest register per DTCM rules; display clear house rules, parking and waste info.
• Taxes/records: Charge and remit the Tourism Dirham fee (per bedroom per night) via the DET portal. Keep invoices and occupancy logs; apply 5% VAT if you are VAT-registered (or cross the AED 375,000 threshold).
