FAQs

ePortugal: Guia do Alojamento Local (fiscalidade & IVA)

Governed by Alojamento Local (AL) rules. No single national nights threshold; municipalities can restrict or pause new AL licences in designated areas.

Short-term lets are legal in Lisbon under Alojamento Local (AL), but they require registration (RNAL) via the Balcão Único Eletrónico and are heavily constrained by Lisbon’s Municipal AL Regulation. Large areas of the city are containment zones where new AL registrations are restricted or suspended, with proposals in 2025 to tighten ratios by parish/neighbourhood. No citywide night cap. Declare and remit Lisbon’s tourist tax (€4/night, max 7 nights). Meet AL safety/operational rules (equipment, insurance, signage, complaint book, RNAL number in ads).

Legality
AL is allowed with RNAL registration; Lisbon applies containment areas under its Municipal AL Regulation that restrict new registrations in many zones.
Night Cap
None locally (Portugal has no night-cap rule).
STR Register
Register online via Balcão Único Eletrónico to obtain an RNAL number before advertising. Display the number in all ads, keep the complaint book, maintain civil-liability insurance, and comply with equipment/safety and house rules. Lisbon may refuse new registrations in containment areas.
Risk
Listing or operating without RNAL or in a containment-restricted area can trigger refusal, cancellation, fines and closure.
